I have the honour to transmit for your informa-

-tion the enclosed copy of telegraphic correspondence concerning an Indian suspect named H. E. Pandian together with copies of an affidavit sworn by Jagjit Singh before the Captain Superintendent

of Police.

Mr. B. C. Bannerji who stated that he was married to an American and is visiting India owing to the death of his father and intends to return to the United States of America informed the Captain Superintendent of Police that Pandian was dangerous and anti-British. He said also that Jagajit Singh knew everything but was not anti-British. Mr. Bamerji's effects were searched and his papers corroborated his statements as to his purpose in visiting India, and his marriage.

On arrival of Pandian and Chhana Dullabh they were detained by the Police and they and their effects were search- -ed. No seditious literature nor anything of a suspicious nature was found. Pandian bore a certificate of loyal character from His Britannic Majesty's Consul-General at San Francisco and in his possession were found letters showing that he had the confidence

of the Consul-General.
